Yes, you can use PSP for art but like Photoshop or Photoshop Elements which are also used for drawing and painting, it is a program designed to edit photos, to use photos in art. It's always better to use art software for art. There are some free/inexpensive programs available. I've seen some wonderful art done with ArtRage. They've recently released version 3 in 2 editions ($40 and $80) although you can still get version 2.5 ($20) and the free Starter Edition. From their homepage, click on Demos on the left side and scroll down for the Starter Edition.

Any program that lets you paint is good enough to use for digital paintings. Even free programs like GIMP produce phenomenal results--it's not necessarily like real life where more expensive paint is better.
In fact, if you are just using them for digital painting the more expensive programs might not be worth your money, since what you are paying for is all of the gazillion features OTHER than painting that you might not need.
