I depends what kind of painting...
Photo editing will be, Photoshop, Photoshop elements then the gimp.
for actual painting like piccaso., Loc...
then it goes: Pixarra Twisted brush, Corel paint and Art Rage 2.
I've frayed them all, no question in my Mind that's how it goes.

Corel Painter X is a great tool as well. Has some really great brushes, and is possibly the most realistic painting software out there.

Depends on what you mean by ';painting';. If you are talking photos, the best is PhotoShop, but the full version is very expensive. Check out Corel Paint Shop Photo Pro. You can try trial versions of either or both of these before you try.
