Best program for digital painting?

which version of photoshop? or maybe corel painter?Best program for digital painting?
if your looking to just mess around with the picture (i.e. Render,Filter,Distort, gray scale etc.) then use Photoshop CS3 because thats used mainly for that purpose. It has over hundreds of neat tools into it. Its best to use the most updated version. There is a new version *CS4 but im not too familiar with it.

Corel is just to fix stuff such as red eye and pixalate the picture so it looks more crisp and add frame over it and some other tools.Best program for digital painting?
between painter and photoshop it really comes down to personal preference.

I suggest photoshop -CS4 is fantastic, If you have a decent video card it has canvas rotate features- and there are a million tutorials and custom brushes to be found floating around the internet.

I've heard great things about painter but the free resources for photoshop are more extensive just because it's the more popular program.

Before CS4 I used photoshop 7 and I've used CS - both are great but CS4 really stands out because of the rotate feature. It's about time they implemented it.!
