Is there a program that can turn your digital photos into high quality painting?

More specifically water paintings. Cost is not an issue and ease of use is not either as I am very computer literate. I am more interested in high quality output. Any CAD program, MS Office, and Clip Art all have paint programs so that you can paint the pictures. Other wise, the are photos, not paintings.
I don't know of software, but you can have your photos converted to stretched canvas at www.art.com.

Try www.getpaint.com haven't used it personally but others swear by it. Good luck.
