oh what you do is you have a program on the computer whether it be for editing photos like photoshop or for actually making paintings on the computer and it has brushes that simulate traditional painting effects. To actually make a painting on the computer would involve at a minimum, blocking out colors and doing blends with a blend tool and then translucent layers/textures over it etc. I would imagine then, at the most involved would be actually having a tablet with a stylus instead of a mouse to draw with and the program you're using you're like... using a brush that imitates qualities of traditional painting and you're using it at different opacities and stuff. Depending on how painterly your program is it will actually blend the colours as you work just like it would in real life. You would be doing it completely from scratch. Although sometimes people will trace a photo in the program. If you're editing a pre-existing photo then it's a photomanipulation not a painting. What is a digital painting? do you have to actually paint by hand or just ';paint'; on the computer?
