Well I do know about micromedia flash it can let you draw 'till your fingers drop you can download a version of it for free at there site. But most of those artist on that site either draw there piece first then scan it and color it with some type of photoshop or they use a ';wacom table';(google it to see it) to better draw directly on the computer, the wacom table varies between 150$ to 350$.
