by using the smudge function in photoshop.
But u have to b tactical about using it.
there are many other easy programs available that do not need much expertise,google picasa is one,(can download free here http://angle-mine.blogspot.com ),
But what exactly u want may n with very big programs only
one program would be photoshop and elements,

there are various processes, depending on wanted result, using filters is one method, another is altering contrast, hue, and levels and color balance , and a programs that uses layers to cover and mask and alter images without using original background image,

i think u should learn adobe photoshop, there u can make port rate/ paint effect to your digital photo. there are many other cool options to give a different look of yor pic.

try paint shop pro. it's an incredible program that has a lot of different tools that you can play around with to find exactly what you're looking for!
